Head of Florida Child-Welfare Agency Takes New Approach

Nearly a year after 5-year-old foster child Rilya Wilson disappears in Florida, the new chief of the state's Department of Children and Families changes the department's approach to handling children at risk. NPR's Phillip Davis reports.
