As Gary Cirrincione walks along the Penn Avenue business corridor on the border Garfield and Bloomfield, he gestures towards the buildings on either side of the street. 

"You've got a mix of commercial and residential spaces, all jumbled together here," said Cirrincione. "Urban areas need that sort of mix and dynamic. There's a diversity here."

When Cirrincione first moved to Hays Street in the East End, his home was in Garfield. Now, the same house is part of East Liberty due to a boundary change, but he doesn’t pay much attention to those technicalities anyway.

  Six Garfield residents pore over neighborhood maps inside a cramped office. They’re debating what properties and lots they could claim to expand a community park.

They are members of the Bloomfield-Garfield Corporation [BGC], and the properties they want to acquire are either tax-delinquent or vacant lots surrounding Fort Pitt Playground.

With an expanded “Garfield Park,” the community can reclaim forgotten homes and lots and put them to productive use, all while returning them to the tax roll.

Pittsburgh City Council on Tuesday introduced a bill that would decriminalize the possession of small amounts of marijuana, defined as 30 grams, or about an ounce.

She was an early investor in Garfield, a newly re-imagined Pittsburgh neighborhood. But that wasn’t always the plan.

After pushing for a grocery store in Pittsburgh's Garfield neighborhood for years, Bottom Dollar Food opened on Penn Avenue in June.

In November it was announced that another grocery chain, ALDI, Inc. had bought the low-cost food company for $15 million and would be closing the city's Bottom Dollar stores, including the six-month-old facility in Garfield. It is unclear whether another grocery store will open in its place.

Big Plans for Tiny Houses in Garfield

With plenty of vacant lots and green space, people in the Garfield neighborhood have come up with a plan to revitalize the area.

Could tiny homes attract residents and be the key to remaking the area? Joining us to share this vision for Garfield is Rick Swartz, executive director of the Bloomfield-Garfield Corporation.

Garfield has not had its own grocery store since 1987, but that's going to change Thursday with the opening of a Bottom Dollar Food.

The store will be located at 5200 Penn Ave. on the same site of the neighborhood’s previous grocery store, a Giant Eagle.

Richard Swartz, executive director of the Bloomfield-Garfield Corporation, said the neighborhood has several convenience stores, but residents need an actual grocery store.

Like many older industrial cities, the Pittsburgh region has its share of blight. According to the most recent data from the 2010 census, there are more than 50,000 vacant houses in Allegheny County.

For more than a century, federal, state and city governments have tried to address the issue. Today, a new generation of tools is being used in attempts to clean up blighted neighborhoods.

If a city were a human body, then blight is a disease, according to Aggie Brose, deputy director of the Bloomfield Garfield Corporation.
