  A man suspected of gunning down four people at a Pennsylvania car wash was driven by jealousy, according to family members of the shooting victims.

State police said Timothy Smith, 28, was armed with a semi-automatic rifle, a .308-caliber rifle and a handgun and was wearing a body armor carrier without the ballistic panels inserted when he opened fire early Sunday morning at Ed's Car Wash in Saltlick Township, a rural town about 55 miles southeast of Pittsburgh.

A proposed coal mine is moving forward in southwestern Pennsylvania after its operator reached a settlement with an environmental group.

The Mountain Watershed Association raised concerns that LCT Energy’s Rustic Ridge mining operation could contaminate the Indian Creek Watershed. The parties reached a settlement this week after the watershed group had appealed the mine’s permits to the Pennsylvania Environmental Hearing Board.

A 14-year-old boy was arrested and weapons including a semi-automatic rifle and throwing knives were seized from his home after an alleged threat to shoot other students at a western Pennsylvania high school, authorities said Friday.

School district consolidation is the key to many of Pennsylvania’s education problems, according to State Rep. Timothy S. Mahoney (D-Fayette/Somerset). Mahoney recently proposed legislation requesting a statewide study of schools that would examine the possibility of merging Pennsylvania school districts into individual county administrations.

The proposition stems from Mahoney’s study in 2011 that examined the effects of a potential merger of Fayette County school districts.
