Intelligence Report Says al-Qaida Gaining Strength

A U.S. intelligence report concludes that al-Qaida's has increased its operating capability and poses the greatest threat to the U.S. since the Sept. 11, 2001 attacks. The report says al-Qaida has used its safe haven along the Afghan-Pakistan border to restore its capabilities.
