Western Pennsylvanians are meant to benefit from a $5 million environmental mitigation fund — one of the largest of its kind in state history, according to the Department of Environmental Protection. The fund comes as a result of air quality violations from Shell Chemical Appalachia’s cracker plant in Beaver County.
